Could anyone become a roman generals?

I can't say for sure, I'm just now getting in to Roman history, but I believe the generals were political appointees and usually members of the Roman ruling families. Sometimes they were good commanders or even great ones, such as Gaius Julius Caesar, but other times not so much.
