How to get a lv 100 Pokemon to like me D:?

I transferred ma pokemanz from diamond to black but I had to delete the moves surf and waterfall from my starter Empoleon (Tony) so now I want him to learn moves from the tutors in black but they keep on saying that our bond isnt good enough or something. I'm trying to get him to like me again but it's not like i can lv him up because he's already lv 100 I gave him a sooth bell and battled a bunch of times (using only hydro cannon and hydro pump XD) but is this even working? D: If I cant get him to like me then I'm gonna have to teach him some other lame TM moves so what can I do? D:
